Witness to Change
From Gatekeeper to Witness.
The most profound shift is philosophical.
HTA has historically acted as a gatekeeper:
“Prove enough, and we will allow entry.”
In a visible system,
HTA becomes something else entirely:
A witness.
It does not decide whether outcomes might occur.
It observes whether they did.
This changes its power and its vulnerability.
This is because
witnesses can be contradicted by facts.
Ouch!
Why This Will Hurt.
Institutions resist loss
of temporal authority.
When decisions become revisable,
legitimacy feels threatened. When evidence keeps updating,
certainty feels unstable. When confidence grows outside formal appraisal,
relevance is questioned.
Some HTA bodies will respond by tightening methodology.
Others by delaying reassessment.
A few by denying the shift altogether.
None of these strategies work.
You cannot slow a system by insisting on yesterday’s clock.
To survive, we must transform!
From episodic assessor
To continuous arbitrator of confidence!
From approving value
To monitoring legitimacy!
From static thresholds To dynamic credibility curves!
This is not a loss of power,
It is a different kind of authority!
The Silent Reordering.
This transition will not be announced.
HTA will not issue a manifesto declaring itself reborn.
It will simply find itself cited less,
or more, depending on how well it adapts.
The system will move around it if it does not move with
the system. And that is the most dangerous position of all.
When outcomes are already visible… (tell me now) What exactly is HTA
waiting for?
